Looking to build a desktop...What are the pros and cons to each? One better than the other or will I not notice a difference in a computer just for basic needs, and the occasional movie editing and shit like that?

Hrm....well lets go like this
AMD if you want a lower price overall (although price to performance is lower) but you could build for far less.
Intel will have better technology, they are using a smaller nm technology which means cooler temps and smaller dies.
Overall, at this current time, Intel dominates price-to-performance. You will get more speed for the dollar with an Intel chip.
Quality, they are about identical.

but there are so many options anymore that this becomes far more complex. Are you thinking of a dual core, an ultra low power processor a quad core, etc? There are also tri-core solutions, core2 (intel) the newer faster and more expensive i7 (intel as well). You can build a cheaper system using AMD.
To your post above this that just popped up (man I live live topic) what processor is that model number

ya wouldnt be bad at all still using ddr2 so you would be able to load up on ram on the cheap.
I believe all the black editions are unlocked so easy to overclock too.

Although there is nothing wrong with OC'ing a proc it does reduce the life of the product.
Be careful to properly cool (just because it is stable does not mean it is running as efficiently as it could). And to stabilize the board with proper voltage, RAM that can handle the increase, etc. In otherwords, I wouldn't OC unless you really need more power.
Judging by what your requirements are, I might consider a slower older design. What is your current setup?

Windows XP is the current fastest OS, Windows 7 is the new operating system coming out in about another 6-12 months.

My opinion of Win7 is it is all the parts that they didn't get to before launching vista.
I've been using it for a few months. Very VERY fast, stable, quick to install.

fyi: im working with a 20gb harddrive that is slower than shit, because my "seagate barracuda 120gb" took a shit and i lost everything. should i just stick with xp?

In some cases yes, Win 7 is faster than win xp. Not everything, but great results for a beta.
Now it does require more resources than xp, but only a bit more than XP on my current rig.
Yes, stick with XP for now. Let win7 get released. That is my opinion at least.

Get a good graphics card, Lot o ram....cpu will be important, but I think graphics and ram more so in this environment.

I would not run either to be honest. For a car setup I would use a flavor of linux that has been chopped down as much as possible.
If you do want to stay Windows, get a "lite" version of XP.

This may be of help. Gentoo is what they are using here. If you are not really wanting to put in time to load the O/S and get the drivers running, go with a WinXP lite (it kills off most of the bloat). The above link would give you the ability to add a better interface as your front screen though.

For commercial use, yes. But in the server realm, not really true. AMD still has a pretty great enterprise offering.

Laugh true true. Although I am not actually in I.T. and I do have an Opteron running one of my rigs at home.
I do hate when they take the easy way out and say reboot or format, i mean they go to school to solve this shit :P

I've always had good luck with Intel, i think thats all ive ever had.
but from what ive heard, AMD runs games better, but runs a little hotter...??
Intel runs smoother and cooler in temperature, but isnt as powerful as AMD for gaming..??
i dunno tho for sure

I have a Core 2 Duo and it works great, 1.5gb ram in my XP home, and its pretty fast for that amount of ram

I have an E8200 (C2D 2.66GHz), 2GB of DDR2, a GeForce 9800 GTX (Overclocked core to 73-something MHz), and I can run any game at full graphics, no problem. I run Crysis at ~50 FPS, Mirror's Edge was the same. Assassin's Creed I play at full graphics, and I alt+tab all day. Takes literally 1 second to load back up 100% with zero lag.
I spent less than $500 to rebuild this PC. The Videocard came stock O/C'd. I haven't touched the BIOS other than that. Running Windows XP Pro SP3, btw.
I upgraded from a single core AMD (I can't remember which) Over-clocked to like 3.2GHz with stock heatsink, ambient around 40C.
This rig's processor runs 31-34C depending on how cool my house is. Under full load it gets to 34-36C after multiple hours. My GPU runs 50C ambient, 51C under full load for multiple hours.
It's stable as fuck, too. My AMD crashed all the time.

Although an Opteron is not what most of these guys would be running.
I do agree that AMD is not bad at all. They don't necessarily run games faster as above mentioned (as true when the northbridge was connected to the chip itself) as Intel has really dominated for a few years. Head to head, using similar specs, Intel will win. Although not by much and AMD still has its areas in which is is far better.
Like I said before though, enterprise, I would still personally look at AMD first.
