Blacked lights, black paint, black wheels.

It sprays on just like normal paint, just dries to a flat finish. They also have flat finish clears that you can put over them.

It's hard to believe how careful you have to be with flat black. If you clean it too much or use the wrong stuff on it you'll end up polishing it to a gloss.
